A PDF is the most common format a policy, handbook or safety briefing already exists in - and one of the few things an LMS will not track. Assigning it as a file download tells you nothing about who read it, which is a problem when the whole reason for assigning it is to be able to prove that people did.
Wrapping the PDF in SCORM solves that. The content stays exactly as written; the wrapper is what lets the LMS record who opened it, how far they got, and when they finished.

What "trackable" actually has to mean
Wrapping a PDF in a zip and adding a manifest is the easy half. The half that decides whether the course is useful is the runtime, the small piece of code inside the package that talks to the LMS.
If it does not announce itself correctly, the LMS has nothing to record and the course shows as never started. If it reports complete the moment the course opens, which is what most free converters do, then your completion report is technically full and practically worthless. For compliance content, that report is the entire reason you assigned the course.

Will my LMS accept the package?
It is a standard SCORM 1.2 package, manifest at the zip root, ADL schemas included, standard runtime calls, so any SCORM-compliant LMS should accept it. If yours rejects one, send it over and we will tell you why.
Is my PDF uploaded anywhere?

How is completion decided?
The course is marked complete when the learner reaches the last page. There is also a visible Mark complete button, and progress is saved so they can close it and resume.
